To report animal issues or concerns, please call the Liberal Communications Center at (620) 626-0150 so an Animal Control Officer may be dispatched.

Pet Registration

In an effort to address the rising population of stray and roaming animals, the City of Liberal has adopted new animal control ordinances requiring the annual registration of cats and dogs beginning January 2025. This registration requirement applies to cats and dogs over the age of 6 months living within City limits. 

Registration can be completed online at https://liberal-animal-shelter.mybarkpass.com/ or in person at the Liberal Animal Shelter. The registration fee for spayed or neutered animals will be $10, while unaltered animal registration fees cost $25. Upon registration approval, the Liberal Animal Shelter will send a metal tag via mail. This tag must be secured to a collar, harness, or other device worn by the pet at all times when they are outside of their home or enclosed yard or pen

Replacements for lost or damaged tags will be $5 each. After January 31st each year, a $5 late fee will be charged at registration, while an additional fee of $10 will be charged for unregistered pets that are picked up by the shelter.

Animal Control Officers

The Liberal Animal Shelter ACO's are responsible for enforcing the City of Liberal's animal control ordinances.  ACO's are much more than a "dog catcher."  They not only capture stray animals but also patrol neighborhoods, educate owners/public, conduct welfare checks, conduct criminal investigations, prepare reports and testify in court in an attempt to improve the lives of animals & citizens within Liberal.

For Wildlife Concerns

Liberal Animal Control does not generally deal with wildlife unless it is causing property damage and/or an immediate danger to life.  For wildlife complaints, please contact the local game warden:

Adoption Fees

Dog - $230.00 ($20.00 adoption fee, $15.00 rabies deposit, $150.00 spay/neuter deposit, $15.00 Vaccines, $30.00 Microchip).  Once the dog has spayed/neutered & they have received their rabies vaccine, you will be reimbursed $165.00 by the City of Liberal.

Cat - $148.00 ($15.00 adoption fee, $15.00 rabies deposit, $80.00 spay/neuter deposit, $8.00 Vaccines, $30.00 Microchip).  Once the cat has been spayed/neutered & they have received their rabies vaccine, you will be reimbursed $95.00 by the City of Liberal.

Redemption Fees

1st Offense:   $25.00
2nd Offense:  $50.00
3rd Offense:   $75.00
4th & Beyond:   $100.00

** An additional fee of $10.00/day boarding fee will be charged for every day after the day of pick up that will be paid at redemption.
***  The Liberal Animal Shelter vaccinates every dog at intake that is brought in to help prevent the spread of disease.  An additional $15.00 is charged to cover he cost of the vaccines that are administered.

Trap Deposit - $40.00

The Liberal Animal Shelter can set a live trap on your property to catch skunks, cats, or dogs.  You may request this service for a deposit fee of $40.00.  This fee will be returned to you when the trap is picked up by Animal Control in good condition.

Microchip Fee - $30.00

The Liberal Animal Shelter will microchip your pet (even if they aren't adopted from us) during regular business hours.

Microchip Clinics

The Liberal Animal Shelter will have drive-thru microchip clinics for a reduced fee of $10 per pet on the following dates from 2:00 - 4:00 p.m. at the shelter, 1985 N. Country Estates Rd:

• March 28th
• June 27th
• September 26th
• December 19th

You will be asked to bring a photo of your pet, your cell phone, and a credit/debit card for payment (no cash or checks accepted).
