On Tuesday, August 12th, 2025 the Liberal City Commission addressed the following items during their regularly scheduled meeting:
The meeting opened with a special presentation of the “Employee of the Quarter” award to Chris Vermillion, who works as the Superintendent at Willow Tree Golf Course. Vermillion was recognized for his innovation and creativity in addressing turf challenges and accelerating recovery of grounds at the course.
Consent Agenda items (code enforcement statistics and Liberal Metropolitan Area Planning Commission meeting minutes) were approved by the Commission.
The Commission voted to approve Ordinance No. 4637 to adopt the “Launch Liberal 2035” comprehensive plan. The document serves as a development plan for land use and growth for the city over the next decade and highlights key focus areas and action items to reach identified goals.
Commissioners voted to amend Chapter 2 of City Code (Animal Control) to accommodate animals brought into city limits for zoos, circuses, carnivals, educational institutions, or medical institutions (veterinary clinics).
The Commission approved the recommendation from the Liberal Metropolitan Area Planning Commission to rezone 101 E. 2nd Street to a C-3 use in the Core Commercial District under Ordinance No. 4639.
Commissioners approved Resolution No. 2436 authorizing staff to apply for the USDA Housing Preservation Grant to support housing rehabilitation efforts within Liberal city limits.
The Commission approved the renewal amendment for Placer.ai location analytics services to be used by the Seward County Development Corporation and the City of Liberal.
The purchase of replacement heaters for the Mid-America Air Museum was approved by the Commission. Mayor Lara abstained from the vote. The heaters are expected to assist with preventing winter condensation issues within the museum hangar.
Commissioners also approved a sprinkler maintenance project for the Mid-America Air Museum to address sprinkler deficiencies noted during an inspection.
The Commission voted to allow the City of Liberal to apply as the permit holder for the newly created common consumption area in downtown Liberal. Permit holders are responsible for complying with the terms and conditions of the recently passed ordinance allowing common consumption, as well as state requirements for common consumption areas. Permit holders grant permission for licensees in a common consumption area to apply to participate in the common consumption area.
