On Tuesday, May 13th, 2025 the Liberal City Commission addressed the following items during their regularly scheduled meeting:
Consent Agenda items (airport leases, traffic safety committee minutes, convention and visitor’s bureau minutes) were approved by the Commission.
The Commission voted to approve Ordinance No. 4634 entering into an interlocal agreement with Seward County to share in the cost of GIS (geographic information systems) support services provided by the Seward County GIS Department. The interlocal agreement will go to the Seward County Commission for further action.
Commissioners also voted to approve Ordinance No. 4635 regarding changes to the use and sale of fireworks within city limits. This ordinance reduces the number of days for firework use from three days to two days, allowing them to be used on July 3rd & July 4th, unless July 4th falls on a Friday, in which case fireworks are allowed to be used on July 4th and July 5th. Retailers must obtain their sales license before June 10th of the license year and collected funds must be used to pay for the license before June 24th for a valid license to be issued. The public liability insurance coverage amount required for persons wishing to provide a public display of fireworks has increased from $500,000 to $1,000,000.
City Commissioners approved Resolution No. 2432 to adopt the “Vision Zero Policy,” which identifies specific opportunities and strategies to improve local roadway safety within Liberal. The adopted policy and action planning document can be used to support federal and state grant funding applications.
The Commission voted to approve a supplemental agreement for the parallel taxiway project at Liberal Airport.
Commissioners approved a request to submit a Federal Funds Exchange reimbursement request to the Kansas Department of Transportation for expenses incurred for maintenance projects and the street crack seal and chip seal project to be completed in 2025.
The following community members were approved for local board appointments: Michael Dominguez, Convention & Visitor’s Bureau board, 4-year term ending 2029; Takumi Rader, Liberal Memorial Library board, 4-year term ending 2029; and Lara Maxwell, Liberal Memorial Library board, appointment into the unexpired term of Carol Dearing through May 2026.
The Commission reviewed the Ortuno Housing Addition bid agreement and a letter from O.C. Quality Custom Homes, LLC regarding construction delays for the housing development. During discussion of this informational item, options to waive liquidated damages identified in the contract agreement were discussed. No action was taken following the discussion.
