City Commission Meeting Update - September 23, 2025

On Tuesday, September 23rd, 2025 the Liberal City Commission addressed the following items during their regularly scheduled meeting:

The meeting opened with a special proclamation in recognition of Fire Prevention Week from October 5-11, 2025.

Consent Agenda items (airport leases) were approved by the Commission.

The Commission voted to approve Ordinance No. 4640 issuing a Temporary Event Permit to the Seward County United Way to host their 2025 Oktoberfest event in Downtown Liberal on Saturday, October 11.

Commissioners approved the purchase of breathing air cylinders for use by the Liberal Fire Department.

The Commission also voted to approve the purchase of a direct-to-film printer, shaker, and embroidery machine to support in-house generation of customized apparel for city programs. The purchase will be made using the Recreation Department’s gifts and donations funding.

Staff presented the findings of a structural review performed for the Adventure Bay Family Water Park. The review provided cost estimates for repair of the current facility ($1,748,500) versus the cost to overhaul and construct a new facility ($7,657,000). The Commission gave consensus for staff to plan a work session for the Commission to further review options for the water park.

Commissioners voted to approve the appointment of Vanessa Ardese to the Liberal Memorial Library Board to serve an unexpired term ending June 2028.

The Commission voted to approve the removal and replacement for the Spanish tile roof of the Depot building, which currently houses the Liberal Chamber of Commerce and the Liberal Depot Heritage Museum. The project is funded in part by a grant from the Kansas State Historical Society and the capital improvement portion of the one-cent sales tax.

Staff presented information regarding Downtown Liberal redevelopment initiatives which were identified as needs in the Launch Liberal 2035 Comprehensive Plan.  Following public comments and discussion, the Commission gave consensus for staff to arrange a Request for Proposals with professional engineering firms to begin exploring preliminary design concepts to present for public forums.
